Not sure where to post, here seemed as good a place as any....
My fiancee recently got her passport. When it came in, she did not receive her birth certificate back. Is this normal? Should she be expecting it to arrive later, or should we try to contact someone to get it back?

She should have gotten it back - they aren't kept. You can try contacting the National Passport Information Center to see what the SOP is in that situation (1-877-487-2778).
But, the least hassle way to retrieve it (in my opinion), if it's an option, is to get a new certified copy from the courthouse of the county in which she was born.

They send them separately. Expect it to come within the next week. If she hasn't received it by the end of next week, then call.

It's the same deal as with your old passport when you renew. It took them several weeks to return my original passport last winter (after the new one arrived), by the way.

All I know is this is how they've been doing it for the last year.

It's separate now. Apparently the new passports are not sent from the center that does the approvals (the picture must be sent internally somehow). So the original processor needs to send back the birth cert.
At least that's how I understand it.

Ah, well. I stand corrected, then. Sorry about the misinformation, Aaron!

Thanks all.
When I got my passport a couple of years ago, my birth certificate was in the envelope with the passport.
I'll let her know that it should be on the way.

That's interesting. I had my son get his passport last February. It was returned with his bc in the same envelope. Could it be a difference between how renewals and new passports are handled now? (I'm not clear on whether Aaron's fiance's was a brand new or renewal.)

In this case, it was a new passport. We were looking into taking a last minute cruise in December, but the cost to get to Orlando is making it a bit prohibitive. (If anyone is interested, the cruise was to leave on Thursday 12/25 and return on 12/28). The fare for the cruise itself wasn't bad, the airfare to get there was the killer.

Ann, I believe it is now the norm for it come separately no matter what.
I called a friend today who confirmed this. Passport Agency policy is to send them separately.

Then I'm kinda surprised they aren't requiring an SASE along with all the fees....
